We're excited to publicly announce Harper: a new way for health plans and systems to oversee, analyze, and boost vendor contract compliance.

I've spent thousands of hours working across regional and national level contracts as a vendor to plans, and came to a key realization: the vendor contract compliance status quo is fundamentally designed for failure. It's not really anyone's fault.

Harper is rebuilding this broken system across the contract. Compliance should be fully achieved, but it shouldn't require hundreds of hours to reach and verify.

The Problem

The problem originates on the vendor side. Vendors are left to magically find a way to constantly track 150+ unique obligations per contract without any useful tooling. The slightest organizational slip in compliance effort quickly snowballs into a situation that is effectively insurmountable for a vendor to climb back from. On the other side, plans and systems lack real-time data to identify noncompliant vendors in a vast vendor network — which can allow noncompliance to go unnoticed for months or years.

Recurring exclusion list checks, ensuring downstream entities follow their obligations, proper additional insured status — these and many other important vendor obligations largely go untracked and unverified. After spending months talking to various vendors, the reality is many vendors just aren't doing these things. Altogether, this creates a viciously destructive feedback loop that makes it increasingly more difficult to achieve, track, and monitor vendor compliance for all involved while also introducing massive vendor risk.
